編集後記

 1995年1月17日に発生した阪神淡路大震災の衝撃と悲しみは、日本政府の(少なくとも)短期地震予測調査に関する特別な研究を実施する動機となりました。それはそのような災害を恐れる日本人の自然な要求でした。この地震総合フロンティア研究には、理化学研究所・地震国際フロンティア研究とNASDA・地震リモートセンシングフロンティア研究が含まれていました。(プロジェクトは地震活動に関連した電磁気現象を調査しました)。地上(主として理研フロンティア研究)及び大気〜電離圏(主としてNASDAフロンティア研究)で発生する地震電磁気現象が調査されました(参考)。これらの研究プロジェクトの開始時に、第2回調布シンポジウム(いわゆる地震電磁気国際シンポジウム)が1997年に開催されました。この2回目のシンポジウムでは主要な戦略と、ULF電磁脈動放射、大気中のVLF・HFサウンディング、衛星によるプラズマ波観測及び地震に関連した電磁気擾乱の理論メカニズム等の最も有望な研究方針について議論されました。第2回調布シンポジウムは、地震電磁気現象のよりよい理解に向けたデモンストレーションとなり、その成果として早川が編集した「Atmospheric and Ionospheric Electromagnetic Phenomena Associated with Earthquakes (TERRAPUB, 1999)」と題した論文集を出版しました。しかしながら、これは伝統的な地震学者からの批判を軽減することはできませんでした。(批判はシンポジウム開催期間中でさえ増加したかもしれません)。 彼らは長期危険レベルの統計的推定と比較し、短期地震予知の短所を主張しました。ときには彼らは如何なる前兆活動もありえないという極端な主張に拡大しました。

 我々が取らなければならなかった唯一の可能な対応は、よりいっそう努力することでした。ここ10年間、日本は前述の通りフロンティア研究計画を通じ、本分野で傑出した貢献をしています。国内に地震電磁気観測局とVLFサウンディング局を配置し、ネットワークを運用しました。更に特殊な参照局をカムチャッカ半島に設置しました。一例として「地圏−大気圏−電離圏カップリング」という新しい科学分野の誕生につながった、地震に伴う電離圏異常に関する多くの説得力のある証拠を見つけました。これらの成功は、日本とロシアの科学者の協力を通して生まれたので、第3回調布シンポジウム(2000年の第3回IWSE)で発表された論文の大部分が、日本とロシアの成果であったことは驚くべきことではありませんでした。この成果として、早川とモルチャノフの編集により「Seismo Electromagnetics: Lithosphere-Atmosphere-Ionosphere Coupling (TERRAPUB, 2002)」が出版されました。また、多くの貴重な報告がギリシア、台湾、フランス、イタリア、アメリカ、ウクライナ、メキシコ、中国、イスラエル、インド及びドイツのグループによって提供されました。これは我々の研究活動の世界的な広がりを示しています。

 説得力のある地震に伴う電離圏擾乱などの多くの傑出した結果を示すことによって、数年来のフロンティア研究を継続するよう政府を説得しようとしました。残念ながら我々の提案は拒絶され、フロンティア研究を終了しなければなりませんでした。NASDAのフロンティア研究は2001年3月に終了し、理研のフロンティア研究はその翌年(2002年3月)に終了しました。

 しかしながら、これらのフロンティア研究が地震電磁気現象に関する研究の国際的な強化を促進したことが最も重要でした。2005年3月には第4回調布シンポシウム(IWSE2005)が開催され、20ヶ国以上から専門家が出席しました。また、その特集号はモノグラフあるいはどんな国際誌でも常に発行されました。第4回IWSEで発表された論文は、Physics and Chemistry of the Earthの特集号(2006)として発行されました。一読されれば現在の研究状況がわかると思います。日本のフロンティア研究と数々のIWSE(国際地震電磁気シンポジウム)の成功によって刺激され、諸外国の研究において有意義な進展が見られるようになりました。ギリシア、台湾、インド、イタリア、ロシア、中国、メキシコ等の国々で、同様の研究計画が国家プロジェクトとして採択されました。

 更に地震電磁気のコミュニティーにおける次のマイルストーンとして、2004年6月に地震電磁気現象の観測を目的としたフランスの衛星:DEMETERが打ち上げられました。これは国際協力の継続と研究の促進に大きく寄与することでしょう。

 最後に我々日本人は、地震電磁気という新しい挑戦的な科学分野の発展に有意義な貢献をしたいと考えています。この願いから理研とNASDAのフロンティア研究の終了後、日本の研究者による論文をまとめることしました(2002年から現在まで)。これらの論文が今後の研究に役に立つことを期待しています。
